행정중심복합도시의 자족기능 확충을 위한 방안과 법제도적 측면 고찰

This study examines aspects of the legal system for the attractions of each self-sufficient functional features derived in accordance with the multi-functional administrative city(MAC) development plan, and then aims to present the strategic plans. For the early settlement of MAC, it requires the initial introduction of cultural, sports, welfare and educational facilities, and the early development of university, research, urban functions based high-tech knowledge for the attraction of industry. Specifically, we propose to promote the MICE industry by the construction of public live concert venues and multiple convention center and to establish a design center and a complex of backward linkage industry. Also, we present the strategies and legal supplementations to develop into an international cultural creative urban through the expanding capabilities of education, research and development in connection with MICE industry. In addition, we propose to concentrate domestic training course through the development of public officer reeducation program and to establish the cluster of academy-research-industry support by linking with International Science Business Belt and to concentrate on development of advanced agriculture and bio industry. Finally, it is necessary to consider the disparities between and within region even though it is important to expand the self-sufficiency function proposed for the success of the MAC. Therefore, It is necessary to mitigate the gap between and within regions of Sejong-si.
