창업지원제도의 국가별 효과성 비교: 창업정책과 창업가정신지수를 중심으로

This study analyzed entrepreneurship policy and entrepreneurship index to understand the effectiveness of the Korean entrepreneurial support system. Data were collected from GEM (Global Entrepreneurship Monitor), which is conducted annually. As for the analysis method, we selected and compared the important sub-variables related to the entrepreneurial support system, the perception of value for entrepreneurship, and the entrepreneurial activity in Korea, USA, Israel, UK, and Japan. As the sub-variables, we chose four subdimensions of entrepreneurship support systems, three subdimensions of perception of value for entrepreneurship, and three subdimensions of entrepreneurial activities. Korea's start-up policy represents the world's second highest levels of entrepreneurship but represents the lowest levels in the entrepreneurial index, such as perception of value for entrepreneurship and entrepreneurial activity. To find out the reason for ineffectiveness of the Korean entrepreneurial support system, we compared it with that of developed countries. Results indicate that the level of Korean government-led entrepreneurial policy is high but the level of private entrepreneurial support system is low. Finally, revitalization of the private sector's entrepreneurial policy, improving of the entrepreneurship of new entrepreneurs, and development of national entrepreneurship were discussed.
