말산업육성법 제정과정과 개정방향에 대한 소고

In September 2011 「Horse Industry Promotion Act」 was conducted to vitalize domestic horse riding and to promote horse industry as a future industry in farming & fishing area in preparation for the FTA. Since the Act was enacted, the central and local governments are racing efforts to foster the horse industry in many ways. Horse industry includes Services sector such as production, breeding, training, distribution, farrier, equestrian rehabilitation, horse racing operations, Manufacture & Sale of food, drugs, cosmetics which are using the product and by-product from the horse, Manufacture & Sale of items which are needed for breeding and using horses, and Incidental Businesses. To foster horse industry the central and local governments established 5 years long-term plan and built infrastructure such as designation of horse industry zones. As a result the scale of horse industry, the number of horseman, the number of riding facilities, and the number of horses breeding are increased. But there are claims filed that amendment of the Act such as improvement of unnecessary regulation is needed in order to the policies of fostering horse industry make more outcomes After examining the progress of enactment, this paper presents the direction of amendment such as modifying business succession of riding facilities in farming & fishing area, revising qualifying test of the horse trainer and farrier, installing self-help cost, mitigating the installation restrictions of riding facilities in farming & fishing area, making horse registration mandatory, enhancing safety of iding facilities in farming & fishing area, and enlarging insurance for expanding sales remedies to contribute the development of horse industry.
