Development of English class observation tools focused on S.M.A.R.T. & competency based curriculum

The purpose of this study was to develop an English class observation tool to investigate the extent that the S.M.A.R.T. teaching-learning approach and competency based curriculum strategies are present in English as a Foreign Language (EFL) classes in public schools. We tried to redefine S.M.A.R.T. education as standing for self-directed, motivated, adaptive, resource enriched, and technology embedded. We concluded it was necessary to revise the 1st version of the class observation tools by adding an opinion column. In the 2nd and 3rd revisions, we focused on competency based curriculum emphasized in the 2015 revised curriculum. This study analyzed 10 elementary classes and 2 English classes in fine detail at middle and high schools using S.M.A.R.T. & competency based English class observation tools. These results suggest that EFL classes in schools should use more CLT (Communicative Language Teaching) and more TEE (Teach English in English) oriented strategies in order to increase students' communicative competence and self-directed learning skills. This is because these competencies are regarded as important skills in the new curriculum to be implemented from 2018. Also, as this study observed only a few English classes in middle and high schools, more diverse English class observations at the other types of public schools including elementary schools can be conducted in follow-up studies.
