Historical Study of Labor Relations Committee Systems in the United States, Japan and Korea

It has passed 60 years since labor relations committee system was established in Korea. The Labor Relations Committee has gone through various changes to be settled as a specialized institution for resolving labor disputes. Though the Labor Relations Committee can receive high praise as an institution for settling labor disputes, it cannot avoid considerable criticism. This paper is to be a foundation to suggest a direction to which the current labor relations committee system of Korea should go. and for this, it tries to review the labor relations committee systems of the United States and Japan which were the matrix of labor relations committee system of Korea. Instead of studying the function of labor relations committee, however, this paper focuses on the background of introduction and initial development of the labor relations committee system to ask a fundamental question, that is, why the labor committee system was chosen. This is, at the same time, to ask questions on the position criticizing the current labor relations committee system and insisting introduction of labor tribunal system, those are why the labor tribunal system should be introduced and what kind of tribunal it has to be. That is because, if the labor tribunal system is to overcome the limits of the current labor relations committee system, it has to answer these questions.
