정보공개에 따른 정책대상집단의 체면훼손 비용 연구: 지방세 고액·상습 체납자 명단공개 확대 정책을 중심으로

This research examined the extent to which expansive release of information would affect policy target groups with burden of cost in terms of social face damage cost. More specifically, the study examined the positive effects of expansive release of information regarding large and habitual local tax delinquents on the decrease in amount of local tax in arrears. As a result, expansive release of information regarding large and habitual local tax delinquents did not produce effective decrease in amount of local tax in arrears. Rather, amount of local tax in arrears was on the increase. The results came from social face damage cost of policy target groups. The expansive release of information could affect generally their costs, but the increase in their cost was not directly related to the decrease in amount of local tax in arrears. The results were associated with the highly local tax delinquents whose lists were always released regardless of the expansive release of information. That is, they did not perceive high levels of social face damage cost. These results would provide us with some implication that the selection and concentration strategy is more effective rather than general expanse strategy for the purpose of effective release of information on policy target groups with burden of cost.
