중앙정부의 이주·사회통합정책 전달체계 분석: 외국인정책기본계획을 중심으로

This study looked at the immigration and social integration policies of the central government. The study examined each government agency’s policy delivery system as well as the issue of policy overlapping. In order to do so, the study analyzed the Basic Plan for Foreign Resident Policy of the central government. The research used network analysis as a tool for analyzing policy framework, policy target groups, service type and policy overlapping. This technique enabled us to visualize the path how the government initiated top-down style policymaking is delivered. Through block modeling analysis, we also confirmed the policy delivery system by the type agency. In terms of policy target groups, overlapping was found in programs for marriage migrants, migrants and their children. And, regarding the type of service, policy overlapping was found in overall education, employment education, participation in policymaking process, supervision of brokers, self-help groups. Based on the results, we suggest several policy implications. First, the central government should establish feedback system on the immigration and social integration policies. Second, it is required a cross-ministerial effort to overhaul the immigration and social integration policies. Third, the Basic Plan for Foreign Resident Policy should include programs to strengthen the private sector’s management ability.
