The purpose of this research is to present an effective management proposal capable of promoting classical music for community residents in cultural and art center facilities. Research participants were composed of 32 preselected expert panels with a minimum 5 years incumbency or experience, and three Delphi surveys were conducted. In the first round of the Delphi analyses, the panel participants were asked to give opinions on issues and suggestions for improvement in an open questionnaire form. As a result, we found that there are 19 items under the main categories and 97 items under the sub-categories in the problems of hardware, software, and humanware, and 21 items under the main categories and 102 items under the sub-categories in the improvement. In the second round of Delphi analyses, the priorities, importance and validity for each component were presented both numerically and in a 5-point Likert scale. The results were then assessed by median, standard deviation, inter-quartile range, and Content Validity Ratio(CVR). In the third round of Delphi analyses, these were combined together with the consensus level by way of indicating their own values resulting from the second round of Delphi analyses, along with median and inter-quartile ranges. Finally, a total of 30 items under the main categories, including 8 hardware parts, 9 software parts, and 13 humanwear parts and a total of 117 items under the sub-categories, including 11 hardware parts, 43 software parts, and 63 humanwear parts were derived.
