위계문화가 정보기술 활용에 미치는 영향에 관한 연구: 세종시 이전 중앙행정기관을 중심으로

This research intends to identify the effects of organizational culture, especially hierarchical culture, on the use of Information and Communication Technology(ICT). Given that government has introduced ICT for resolving inefficiency due to the relocation to Sejong city but the use of ICT is low, this research assumes that the hierarchical culture might be one factor. The culture is classified into centralization, formalization, and red tape in this research, and it is analyzed what these make effects on the ICT, especially e-government and m-government, and traditional way of working for a comparison. Traditional way of working contains face-to-face report and phone call, e-government consists of e-mail, and m-government is composed of mobile technology and ‘digital administration cooperating system’ which is the official approval system of government. Robust regressions are used for the statistical analyses. Consequently, it is found that centralization and red tape are the cause of maintaining face-to-face report on condition that physical distance increased, and formalization increases the use of ICT. According to the interviews of government employee, however, the effect of formalization is followed in rules, and it does not help communication develop but makes prior work practices continue. This research investigates the influences of organizational culture on the use of ICT, and suggests that a reform of organizational culture is needed for the development of communication with ICT.
