지역특성이 지방재정 건전성에 미치는 영향에 관한 연구: 경기지역 기초자치단체들에 대한 퍼지셋분석을 중심으로
The Study on Determinants of the Local Government Fiscal Health: Focusing on the Effect of Regional Factors in Gyeonggi Province

초록
본 연구는 갈수록 심화되는 지방재정의 위기 문제를 극복하고 재정건전성을 높이기 위하여 지방재정 건전성에 영향을 미치는 지역요인들을 탐색하고자 한다. 이를 위하여 지방재정 건전성에 대한 개념적 논의를 기반으로 두 가지 측정지표(통합재정수지비율, 지자체 부채비율)를 설정하고, 재정건전성에 영향을 미칠 수 있는 지역특성들을 재정적 요인, 정책적 요인, 인구･사회적 요인 및 경제적 요인으로 세분화하여 결합적 인과관계를 분석하였다. 분석결과, 지자체 재정자립도와 복지지출 비중이 낮고, 지역개발지출 비중과 노령인구 비중이 높으면서, 인구천명당 산업종사자수가 많은 경우 지방재정 건전성이 높아졌다. 또한, 지자체 재정자립도와 복지지출 비중 및 지역개발지출 비중이 낮고, 노령인구 비중이 높으면서 인구천명당 산업종사자수가 많은 경우 지방재정 건전성이 낮아졌다. 그 외에도 재정자립도와 지역개발지출 비중이 낮고 인구 천명당 산업종사자수가 적으면서 복지지출 비중과 노령인구 비중이 높은 경우 지방재정 건전성이 낮아질 확률이 높았다. 이에 따라, 재정건전성을 높이기 위해서는 정책적으로 지역개발활동에 대한 관심을 높이고, 복지정책과 지역산업육성정책을 균형잡히게 운영하며, 현실에 적합한 지방재정조정제도를 마련하는 것이 필요하다.
Abstract
The aim of this study is to analyze determinants of the local government fiscal health focusing on the effect of regional factors in Gyeonggi Province. Consolidated budget balance ratio and debt to total assets are used as fiscal health indicators. And regional factors influencing the fiscal health are categorized into financial, political, economical and demographic factors. As the results of the analysis, the region in good fiscal health has 5 conditions : Fiscal self-reliance ratio and welfare expenditure ratio are low. Regional development expenditure ratio and aged persons ratio are high. And it has a large number of industry employees per 1,000 of population. And the region in bad fiscal health also has 5 conditions : Fiscal self-reliance ratio and regional development expenditure ratio are low. Welfare expenditure ratio and the ration of aged persons are high. And it has a small number of industry employees per 1,000 of population. Policy implications are as follows: The increase in regional development expenditure helps fiscal health to be good. And the balance between welfare policy and economic development policy is important.
