ACF를 적용한 도청이전 입지선정과정의 분석: 전남도청이전 사례를 중심으로

The purpose of this study is to reduce budget waste and help rational selection of location by maximizing conflicts through the analysis of the location selection process for provincial office relocation applying ACF. This study analyzed the promotion period and the re-promotion period that caused policy changes, how to form the belief system of advocacy coalitions, the factors that changed the organization and belief system of advocacy coalitions, and the effects of policy brokers and policy-oriented learning on policy changes. The results suggested that policy advocacy coalitions mobilized various strategic means such as power and network(solidarity) of public organizations, a statement, an assembly, and survey results to apply internal and external parameters as resources in the policy conflicts of belief system between stakeholders. Also, it was confirmed that the systematic process of collecting opinions from residents was necessary through policy learning to establish reasonable location criteria. In conclusion, to secure the rationality of policy making in the process of policy change, policy learning should be induced between policy subsystems and a policy promotion system should be established to enhance capacity as a policy broker that mediates group conflicts. This study will become an important empirical data of policy in the study of location selection on the relocation of public institution facilities similar to Jeollanam-do Provincial Office. However, further research should be done to provide more comprehensive analysis and clearer suggestions.
