지방정부 성과관리제도의 운영에 대한 시차적 평가

초록
본 논문은 한국 지방정부의 성과관리제도(BSC)의 운영과정을 시차적 관점에서 평가하였다. 분석결과를 통해, BSC의 시스템과 운영방식(형식적 운영 여부)의 측면에서는 거의 모든 면에서 제도가 성숙기로 접어들면서 개선되고 있으며, 그 수준도 좋은 상태에 있다는 것을 알 수 있었다. 다만, BSC에 대한 구성원들의 태도 측면은 약간 달랐다. 구성원들의 BSC에 대한 수용성이 부정적인 수준은 아니었고 시간이 흘러 제도가 성숙기로 접어들면서 약간의 개선은 있었지만, 일부 지방정부에서는 그렇지 않았다. 특히, 지방자치단체장 및 최고관리층의 BSC에 대한 지지도는 시간이 흐르면서 거의 개선되지 않았으며, 오히려 그 지지도가 낮아진 지방정부도 있었다. 그 지지도의 수준도 역시 긍정적이라고 단언하기는 어려운 수준에 머물러 있다. 이상의 분석결과에 기초해서 보면, 향후 한국 지방정부에서 BSC의 운영은 구성원들의 제도에 대한 태도를 긍정적으로 유도하는 데에 초점을 맞추는 것이 바람직스러울 것으로 보인다.
Abstract
The paper assessed the operation of BSC(Balanced Scorecard) through time lag approach in Korean local government. The results of the analysis indicated that most aspects were improved in the system and operational method of the BSC as time as time goes by and they are all in good state. However, the results of assessment in the governmental members' attitude toward the BSC showed a little difference. The degree of the employees' acceptancy of the BSC could not be assessed so affirmatively in some local governments. Especially, the degree of mayors' support of the BSC was not improved and rather went down in a local government as time goes by, and the degree of their support is not in so good state. The results of the analysis suggest that the operation of BSC in Korean local government should be focused on improving the organization members's attitude toward the BSC from now on.
