비과세 해외펀드제도의 정책 효과성에 관한 연구

초록
본 연구는 비과세 해외펀드 제도의 시행이 정부의 정책 목표인 원화 가치 관리와 해외펀드 투자 활성화에 미친 영향과 효과를 실증분석하였다. 분석을 위해서 금융투자협회 전자공시서비스를 이용하여 ’15-08-04~’16-08-31을 기간으로 하는 206개 해외주식투자전용펀드 설정원본과 기준가격을 핵심변수로 이용하였다. 분석 결과는 다음과 같이 요약할 수 있다. 첫째, 세 가지 구조변화 검정을 통해서 얻은 회귀식의 구조변화 시점은 각각 2016-04-18, 2016-07-05, 2016-06-30로 나타났다. 둘째, VECM로 분석한 결과, Brexit시점 더미변수가 비과세 해외펀드 제도 시행 시점 더미변수보다 회귀식에서 일관되게 유의한 것으로 나타났다. 그리고 코스피 지수와 브랙시트 더미 변수가 관심 변수인 원/달러 환율에 음(-)의 영향을 유의하게 주었다. 이러한 결과에 따르면 비과세 제도를 통해 정부가 목표로 한 환율 관리와 해외펀드 활성화는 어느 정도 효과는 있었다. 그러나 투자 자산 대부분이 해외인 대상 펀드의 특성상 국외적 요소에 크게 영향을 받았다는 점 그리고 펀드 매입과 환매 시 발생하는 시차로 인한 비용과 수수료로 인해 당초 정부의 기대에는 미치지 못했다.
Abstract
In this thesis, it is analyzed that whether non-taxation system affect on won-dollar exchange rate and volumes of overseas investment by performing empirical analysis. Using electronic disclosure service from the Korea Financial Investment Association, core time series dataset for 206 funds’s volume and price from ’15-08-04 to ’16-08-31 is constructed. The results of the analysis can be summarized as follows. First, break point is tested at 2016-04-18, 2016-07-05, 2016-06-30 by using two structural break test respectively. Second, Brexit dummy variable was consistently more significant than the non-taxation system dummy variable in the regression equation. And KOSPI index and Brexit dummy variables gave a negative effect on won-dollar exchange rate, which is a variable of interest. According to these results, exchange rate management and revitalization of foreign investment mutual funds, which the government had aimed at, have some effect but suggest that they did not meet expectations originally due to overseas political and economic factors.
