I propose the following improvements in order to solve the problems of enforcement of property punishment. To regarding forced enforcement of fines, prolongation of time limitation, grant of authority for the enforcement officer, installment payment and postponement of payment of fines, and payment by credit card, etc. In order to improve the enforcement situation and operation, there are the police cooperation, the introduction of the electronic form, the training of the prosecutor, the awareness of the responsibility of the prosecution personnel and the responsibilities of the prosecutors, the awareness of the importance of the work, the increase of the fine penalty payment rate, Introduction review, introduction of discounts and premiums on fines, and so on. Also to solve criminal legal problems as well as civil legal problems, and for effective enforcement of property punishment, it is necessary to enact the “Act on the enforcement of the property punishment”. In order to increase the property type execution rate, I hope that this study will lead to a comprehensive and in-depth discussion that will cover both civil and criminal aspects.
