우리나라 주택정책의 변천과정에 있어서 파생된 문제점 및 보완사항

초록
우리나라 주택정책의 변천과정을 고찰하면 각 정부마다 그 양상을 달리해 왔으며 그 문제 또한 다양하게 점철되어 왔음은 주지의 사실이다. 그러한 측면에서 우리나라의 주택정책에 대한 고찰을 통하여 그 문제점을 지적하고 또 그에 대한 보완 내지 개선방안을 검토하는 것은 매우 의미가 있다고 사료된다. 우리나라 각 정부의 주택정책은 한마디로 말해서 각 정부에서 주택문제가 발생할 때마다 그때 그때의 문제를 해소하기 위한 임시방편적인 성격으로 추진되어 왔다고 할 수 있다. 예컨대 정부가 대규모 개발사업을 발표하였고 그 발표로 인하여 주택문제가 발생하자 부랴부랴 해결하는 형태를 취하였다고 할 수 있다. 즉 정부가 주택문제의 원인을 제공해 놓고 그 피해는 고스란히 국민이 져야하는 형태를 취하였던 것이다. 한편으로는 주택문제가 발생할 때마다 정부가 적극 대응하여 해결하려 했지만, 정부가 부동산 시장 상황에 너무 지나치게 민감하게 대응한 면도 지적되고 있다. 결과적으로 우리나라 부동산정책의 가장 큰 문제점은 일관성의 부재와 경기 변동에 따른 투기억제와 경기부양을 반복하는 등 즉흥적인 정책이 문제가 되었다. 본래 부동산 정책이란 경기상황에 따라 투기억제와 경기부양을 쓸 수밖에 없는 단기적인 필요성도 제기되고 있지만 이는 당장의 부동산가격을 안정화시키거나 침체된 주택경기를 반짝 살리는 효과는 있지만 그리 오래 가지 못하고 또 다시 바꿔야 하는 잘못된 믿음을 국민에게 인식시켜줌으로써 오히려 정책의 효과를 반감시키고 가격변동만 키우는 단점이 있다. 결국 우리나라 각 정부의 주택문제는 주택금융, 주택산업의 육성, 지가정책, 토지정책, 국토개발 및 도시계획, 토지자원의 보존, 부동산세제, 부동산거래제도 등의 문제점에 직·간접적으로 정부가 개입하여 정책목적을 달성하고자 하는 규제일변도 정책이었다고 할 수 있다. 그러므로 우리나라 주택 정책에 관하여는 이상과 현실간의 괴리가 있음이 노정되었다. 정부규제 중 일부는 공급을 규제하기 때문에 장기적으로는 시장의 불안정을 가져오고, 또한 일부 규제는 시장왜곡을 가져와 장기적으로 사회적 비용이 증가하기도 하였다. 무엇보다도 주택문제에 있어서는 불합리한 규제를 제거하거나 교정하는 작업은 불가피하다. 그러나 문제는 주택의 공급확대를 위한 규제완화나 시장왜곡 해소를 위한 규제완화가 단기적으로 시장가격의 불안정을 가져올 수 있다는데 있다. 중요한 것은 정부가 주택 관련 규제의 강화나 완화 시기를 정량적으로 판단하고, 정부의 정확한 정책판단과 예측가능성을 더욱 강화하여 주택 관련 규제의 부작용을 최소화함으로써 규제의 책임성을 제고시키는 것이 중요하다. 특히 주택 시장은 수요와 공급에 따라 변화하며, 그 외 파생적 수요와 공급에도 반응할 뿐만 아니라 정부정책에도 매우 민감한 특성을 가지고 있으므로 주택 시장이 정점에 있을 때는 투기 억제정책들을 제시하고 저점에 있을 때는 규제를 완화하는 정책들을 제시함으로써 주택 시장의 안정화를 유지하는 것이 필요하다. 즉 정부의 주택 시장안정을 위한 개입을 축소하면서, 시장실패의 보완・형평성 증진을 위한 정부의 직접 개입을 점차 간접개입 방식으로 바꾸어나가는 것도 중요하다. 결국 주택공급에 대한 규제 요인들을 완화 내지 철폐하여 공급조건을 개선하고 양도소득세, 종합부동산세 등에 대한 과도한 조세 부담을 완화하여 수요 여력을 증대시킴으로써 시장원리에 부합되는 정부주택 정책이 필요하다.
Abstract
The problem of the change of housing policy in Korea is raised as follows. Due to the lack of housing policy and the incompatibility, the original plan of the government of Rhee Seung-man was not realized due to the situation of the times and poor financial condition. Park Jeong - hee’s government tended to depend on the private sector due to the poor finances during the 5 - year economic development plan, especially in the 1970’s, the rapid development of the national economy led to a rise in land prices, real estate speculation, as the urban population soared, housing problems became more serious, the government tried various regulations and support policies for the low - income group, but the lack of policy and the lack of enforcement were pointed out. Chun Doo-hwan led the government's initiative to expand housing supply in accordance with the five-year plan for economic development, but the adverse effects of rising housing prices and speculation led to changes in various regulations and economic stimulus policies. However the Roh Tae-woo government attempted to double-face its policy by restraining speculation and providing measures to revitalize the housing market, but it was not a fundamental measure. Kim Young-sam government's initial real-name financial system and real estate realization system have kept home prices and land prices relatively stable, but domestic conditions and real estate transactions have shrunk and housing prices have fallen due to the IMF. The Kim Dae-jung government announced a series of measures to revitalize the housing business, including housing tax cuts and housing purchase funding, in order to cope with the overall recession caused by the IMF and to stimulate demand and supply of housing, however, excessive deregulation did not fundamentally cure housing problems. The Roh Moo-hyun government also attempted various regulations and supply expansion policies due to the rise of house prices in the Seoul metropolitan area and the spread of speculation throughout the country due to the announcement of large-scale projects, eventually short-term policy only resulted in confusion. The Lee Myung-bak administration attempted to deregulate various dwellings due to the over-supply of local apartments and to provide sheltered housing to stabilize ordinary residents but there was no real effect in meeting the real problem. The Park Keun Hae government has attempted various support policies due to the decline of the initial house prices and the high rate of lease deposit money, In particular, the government has been constructing and providing happy houses for the stabilization of ordinary residents, but it faces realistic difficulties. In this regard, the followings are suggested as supplementary items on the problems of each government 's housing policy. As for the housing problems of the Rhee Seung-man government, it is necessary to have a strong will to secure adequate financial capacity and to realize the government's aggressive policies in advance. Park Jeong-hee's housing policy was neglected due to the economic development plan, and since the 1970s economy developed and the housing problem became socialized, the government did not provide much help in resolving the fundamental housing problem with the post-war drugstore coping so government-led intent and control for precise planning and implementation were needed . The housing policy of Chun Doo-hwan expanded the supply of housing according to the 5-year plan of economic development, but land prices and speculation were rampant, and tax policy and support policy for low - income class were tried. Therefore, in order to facilitate the housing policy, it is important to actively try to solve the problems beforehand and solve the problems. Roh Tae-woo 's government also tried to double - sided policies by revitalizing the housing market and restricting speculation. First of all, for the housing policy to revitalize the economy, we should not make mistakes by considering the pre-estimated forecast and policy enforcement based on the experience of the previous government, especially the housing policy for the low - income class needs to be prepared in advance. The Real-name system of real estate in Kim Young-sam government made real estate transactions relatively stable, but the real estate prices was plunged due to domestic and foreign influences. This is also a continuation of the regulation and mitigation of the housing policy of the government. Therefore, it is necessary to establish and implement the policy in a longer-term perspective and propose a fundamental solution. The Kim Dae-jung government has tried to support the IMF and stimulate the economy by stimulating demand and supply of housing and promoting transactions, but it is estimated that there was no effect. In the end, it is important to fix the housing problem in a more fundamental and long-term perspective, to secure the credibility of the policy, and to resolve the gap with reality. As the Roh Moo-hyun government announced a large-scale development project, resulting in rising house prices and a boom in development throughout the country, the various regulations have been strengthened by anti-speculation measures. In other words, the government tried to take a leading role in the housing policy but it was assessed as a temporary effect and not so effective, so it is also necessary to strategically manage the housing policy in the long run. The Lee Myung Bak government attempted various deregulation policies in response to tax cuts on unsold housing units due to oversupply of apartments in the early days of the government and the real estate market decline due to the global financial crisis, in order to stabilize the nest housing of ordinary people, the government has attempted to expand the housing supply and to reduce the burden on the households, particularly a more realistic approach is needed for the housing policy. The government tried to mitigate and support various taxes and regulations due to the shrinkage of transactions due to the decline of the initial house prices and the surge in the pre-set prices. Especially, it is not realistic about the provision of happy houses, so it is considered that more realistic and consistent policy enforcement and long-term management are needed.
