지방분권의 관점에서 본 지방과학기술정책 거버넌스현황 및 발전과제

These days, science and technology undertakes very important role in the development of regional industry and economy as well as balanced development of a country, because the science and technology is regarded as important means and core element in executing various development programs for promoting regional economy and for improving convenience of local residents. For these reason, many countries have established the regional science and technology policy for promoting regional science and technology and have executed it, since 1970s. In korea, the regional science and technology policy have been made since 1990s when it was recognized that the science and technology is very effective means for activating regional economy. Especially, the discussion and political effort for localization or decentralization of power in science and technology have been made since 1995, started local autonomy system. But, the progress and development of it are very insufficient, because of lack of foundation and circumstances in institutional aspect or factual aspect. This paper aims to study the present condition of governance in regional science and technology policy and suggest the development direction of it. For this purpose, the policy development of regional science and technology and the state of innovation capabilities was surveyed, and the institutional problems was studied and suggested in needed for the local government to have a power and capability in self policy governance.
