부패방지시책평가가 공공기관청렴도평가에 미친 영향에 관한 탐색적 연구

그간의 반부패･청렴 개선 노력에도 과거에 비해 청렴도 수준이 개선되지 않았다는 점은 반부패정책이 매년 답습적이거나 관행적으로 시행된 것이 아닌가 하는 비판에서 벗어나기 힘들다. 이러한 점에서 반부패･청렴을 위해 쏟아 낸 제도나 정책에 대한 검토에 그치기보다는 반부패･청렴정책 간의 연계, 반부패･청렴정책의 청렴도 개선의 실질적 효과여부 등과 같은 질 차원에서 재조명될 필요가 있을 것이다. 이러한 인식하에 본 연구에서는 국가차원의 반부패･청렴정책의 대표 브랜드인 부패방지시책평가가 공공기관 청렴도평가에 미친 영향을 탐색적으로 분석하였다. 연구결과, 첫째, 부패방지시책평가는 외부청렴도보다 내부청렴도 향상에 많은 영향을 주는 것으로 나타났다. 둘째, 리스크를 최소화하는 내부통제차원에서의 ‘자체감사활성화’와 ‘기관장 및 고위공직자의 반부패 의지 및 노력’이 내부 및 외부청렴도 모두에 긍정적인 영향을 미쳐 이 분야에 대한 청렴정책에 대한 강화가 필요한 것으로 나타났다. 셋째, 내부청렴도 향상에 있어 청렴인센티브 제도 구축 등이 부패처벌강화보다 훨씬 더 크게 유의미한 영향을 미쳐 인센티브 중심의 포지티브(positive)한 정책개발이 필요함을 알 수 있게 했다. 또한 부패방지시책평가가 공공기관 청렴도 향상에 유의미한 영향을 미쳤음에도 2016년에 개편된 국민권익위원회의 부패방지 시책평가 모형에서 ‘자체감사활성화’와 ‘행정절차의 투명성 및 정책추진의 신뢰성’ 평가항목이 제외되고 ‘기관장 및 고위공직자 반부패 의지･노력’의 평가항목이 축소됨에 따라 부패방지 시책평가모형에 대한 보완 필요성을 제시하였다.
Abstract
The purpose of this study is to analyze the effects of Anti-Corruption Initiatives Assessment(AIA), which is a representative brand of national anti-corruption-integrity policy, on Integrity Assessment(IA). The results of this study are as follows. First, AIA has a greater impact on internal integrity than external integrity. Second, 'Promotion of self-inspection and self-detection of corruption' and 'Willingness and efforts of the institution’s head and high-ranking officials' have a positive effect on both internal and external integrity. Third, the ‘Establishment of integrity incentive systems’ to improve internal integrity has a much more significant impact than the ‘Toughening of sanctions on corruption cases’, thus it is necessary to develop positive policies based on incentives. Fourth, although the AIA has a significant effect on the improvement of IA, ‘Promotion of self-inspection and self-detection of corruption' and ’Transparency of administrative procedure and reliability of policy promotion' in the AIA model revised in 2016 are excluded. In addition,'Willingness and efforts of the institution’s head and high-ranking officials' is reduced. Therefore, there is a need to complement AIA model.
