우리나라 청년실업자들의 유형 및 특성에 대한 연구: 청년패널조사(Youth Panel) 자료를 중심으로
The Study on the Types and Characteristics of Unemployed Youth in Korea: Focusing on Youth Panel Data

본 연구는 청년패널조사(Youth Panel)를 활용하여 청년실업자의 유형에 대한 세분화를 통하여 우리나라 청년실업자의 특징을 살펴보고, 이에 따라 정책적 시사점을 제시하고자 한다. 이러한 연구목적을 가지고 우리나라 청년실업집단을 세분화하여 분석한 결과, 구직활동 여부와 취업의사, 구직비활동 이유에 따라 구직형과 기회추구형, 단절형, 포기형 등 4가지 유형으로 구분되었다. 또한 청년패널조사(Youth Panel) 자료를 통하여 각 유형별 분포를 보면, 2014년 기준으로 4가지의 유형 중에서 포기형이 가장 많은 비중을 차지하고 있는 것으로 나타났고, 그 뒤로 구직형, 기회추구형, 단절형의 순으로 나타났고 이러한 현상은 3년 동안 동일하게 나타나는 것으로 분석되었다고 설명할 수 있다. 따라서 이러한 분석결과를 가지고 볼 때 실제적으로 여러 가지 대책들 중에서 무엇보다도 청년실업자 중 다수를 차지하고 있는 취업의사가 없는 집단, 즉 포기형의 취업의사를 고취시킬 수 있는 방안의 모색이 시급하다는 것을 시사해 주고 있다. 또한 이들을 노동시장으로 진입시키는 노력이 없는 한 우리나라의 청년고용정책의 효과에 대한 의문은 지속적으로 제기될 것이다.
Abstract
This study seeks to segment the types of unemployed youth using data from Youth Panel to observe the characteristics of unemployed youth and to present relevant policy considerations. Through this research purpose, this study has analyzed a group of unemployed youth by segmenting them, resulting in 4 types of job-seeking, opportunistic, disconnected and giving-up types according to their job-seeking activities, willingness to be employed and inactivity in seeking employment. Moreover, in observing the distribution of each type using the youth panel data, the giving-up type was the most dominant among the 4 types as of 2014, followed by job-seeking, opportunistic and disconnected types, respectively; this phenomenon appears to have continued for 3 years. As such, the analysis results imply the importance of incentivizing the willingness to work in the giving-up type youths with no willingness to work, who make up the majority of the unemployed youth population. Furthermore, as long as there are no efforts to channel them into the labor market, the question of the effectiveness of Korean youth hiring policies will continue to arise.
