윤리적 리더십과 공공봉사동기(PSM)에 관한 연구: 공직가치에 대한 시사점을 중심으로

언론을 통해 보도되는 정치적 스캔들과 연루된 고위공직자들의 비윤리적인 행위와 의사결정은 국민들에게 큰 실망감을 안겨주었다. 그 동안 개인의 가치 및 동기형성에 조직 내 학습과 사회화 과정이 중요하다는 논의는 꾸준히 제기되었는데, 고위 공직자들의 윤리적이 못한 행위와 의사결정이 부하 공직자들에게 어떠한 영향을 미치는지에 대한 연구는 부족하였다. 이러한 문제의식에서 본 연구는 정부조직에서 윤리적 리더십이 공공봉사동기에 미치는 영향에 대해 실증 분석하였다. 리더십 중 하나의 유형으로 변혁적 리더십이 공공봉사동기에 미치는 영향에 대한 연구는 발표되었으나, 윤리적 가치를 강조하는 리더십 유형이 공공봉사동기에 미치는 영향에 관한 연구는 미흡하였다. 특히, 공직가치가 상당부분 조직 내 인간관계와 사회화 과정 속에서 형성된다는 기존연구의 함의를 고려할 때, 윤리적 리더십과 공공봉사동기의 관계에 대한 연구는 앞으로 공직가치 제고를 위해 상급자의 역할이 중요하다는 점을 부각시켜주는 근거를 마련해 줄 것으로 기대된다. 실증 분석을 위해 본 연구는 중앙부처와 광역자치단체 공무원을 대상으로 설문조사하였으며, 분석결과 윤리적 리더십은 공공봉사동기와 긍정적인 관계가 있는 것으로 나타났다. 뿐만 아니라 이러한 현상은 직급(5급, 6-7급, 8-9급)에 따라 그 관계에 차이가 발생할 수 있다는 점도 함께 도출되었다. 이러한 분석결과를 바탕으로 공직가치 함양을 위해 상급자 역할의 중요성과 직급별로 윤리적 리더십의 상대적 중요성에 대해 논의하였다.
Abstract
The Korean society has recently experienced a large scale of political scandals that have been closely related to the high-rank officials who made unethical and politically-oriented decisions. Such scandals made the great disappointment to the public of South Korea. While the importance of organizational socialization in the realm of ethical behavior has been emphasized, little research has been conducted on the change of ethical behaviors and public service values. This research aims to empirically examine the relationship between ethical leadership and public service motivation (PSM). Based on the theoretical arguments that public service values tend to be shaped and changed, the empirical findings on the relationship between ethical leadership and PSM are expected to offer meaningful insights to how to enhance public service value in public organizations. This research conducted survey on central and local government public officials, and the result of analysis indicates that ethical leadership has a positive relation to PSM. Based on the empirical results, this study attempts to provide practical implications to the public service values.
