반다문화 논리의 확장과 공유: 19대 국회 ‘다문화가족지원법’ 일부개정법률안에 대한 반대 의견 분석

이 논문은 19대 국회에서 19차례 입법예고 된 ‘다문화가족지원법’ 일부개정법률안에 대한 반대 의견을 분석하여 반다문화 논리의 지형을 파악하는 데 그 목적이 있다. 54,240건의 의견이 등록된 15차~19차 입법예고를 대상으로 내용을 분석한 결과 두 가지를 발견할 수 있었다. 첫째로, 반다문화 논리의 확장 흐름이다. 일부개정법률안에 대한 의견은 입법예고의 횟수가 거듭되면서 ‘다른 문화’가 무분별하게 수용되는 것에 대한 반대에서 ‘국민으로서의 의무’도 다하지 않은 집단이 세금 혜택을 받는 것에 대한 반대로, 더 나아가 유럽에서도 이미 실패한 정책이라는 의견으로 대항논리의 범위가 확장되고 있다. 두 번째로, 반다문화 담론의 공유 흐름이다. 19차 입법예고에서는 이전의 입법예고에 비해 다수의 사람들이 동일한 문구를 인용하여 일부개정법률안에 반대하는 유형이 크게 증가하였다. 이와 같은 ‘대표 논리’는 반대 논리를 대외적으로 명확히 드러내는 동시에 대내적으로는 반다문화론자들의 진영을 확고히 하는 역할을 한 것으로 보인다. 이 논문은 입법예고 게시판에 반대 의견을 올리는 행위가 반복된 결과 반다문화 담론이 몇 가지의 대표적인 논리로 집약될 수 있었던 것에 주목하였다. 이와 같은 현상은 앞으로 반다문화 담론이 빠르게 공유될 뿐만 아니라 새로운 반다문화 ‘동조자’가 양산될 가능성이 크다는 것을 시사한다.
Abstract
The Purpose of this paper is to grasp the terrain of ‘anti-multiculturalism’ discourses by analyzing comments about Multicultural Families Support Act in the 19th National Assembly of Korea. Through the investigation on advance notice by-laws from the 15th to the 19th it was found that there are two streams of logical flow: The first stream is that there were expansions of discourse on anti-multiculturalism. The objection formed in thebeginning, to ‘the Multicultural Families Support Act’ had extended its scope from the opposition to ‘other cultures’ being accepted regardless of what kind, to criticizing those foreigners group who do not take responsibilities as citizens but takes tax benefits, tocomparative analysis on Europe’s failed case of multicultural policy to not follow. The other stream is the act of sharing the ‘anti-multicuturalism’ discourse. Compared to 15th-18th advance notice by-law, there was increasing pattern that more party members hadused same statements to go against the partially revised draft bill, in the 19th. These so-called ‘main logics’ had played an important role to represent the oppositions in more clear sense externally, while strengthening its party’s internal bloc. This paper focuses on the sharing process of discourses on anti-multiculturalism done by repetitive action of posting comments on the Advance Notice By-Law division of official government website. What this analysis implies is very likely that acceleration of sharing of anti-multicultural logics would affect in generating new anti-multicultural ‘sympathizers.’
