‘숙의 거버넌스’의 저해요인 연구:한국의 사례들의 메타분석

본 연구는 한국에서 ‘숙의 거버넌스’가 어떠한 ‘저해요인’에 의하여 마찰을 겪고 있으며, 이에 의도한 효과를 달성하고 못하고 있는지를 탐색하였다. 연구자들은 약 66개의 ‘한국의 숙의 거버넌스 사례들’에 대한 연구논문, 신문기사, 정책보고서 등을 대상으로 탐색적인 ‘메타분석’(meta-analysis)을 수행하였고, 이를 통해 공통의 요인들에 대한 범주화를 시도하였다. 분석결과 한국의 ‘숙의 거버넌스’의 사례로 부터 (a)거버넌스가 다루고자 하는 문제의 속성, (b)참여체의 구조와 구성, (c)참여체의 운영과 관리, 그리고 (d)결정방식 및 피드벡의 네 가지 범주들이 도출되었으며, 각각의 범주에 속하는 하부 저해요인들이 아울러 식별되었다. 본 연구는 이러한 분석과정을 통해 기존의 사례적 경험에 담겨 있는 ‘실패(론)’을 이론적으로 체계화함으로써 향후 ‘숙의 거버넌스’의 실효적 운영을 위한 ‘교훈적 앎’을 탐구하고자 하였다. 이를 통해 이론적-실무적 차원 모두에서 함의를 갖는 연구방법과 산출물을 제안하였다는 점에서 함의를 가진다.
Abstract
This study explored whether 'deliberative governance' is undergoing friction by some 'impeding factors' in Korea. Specifically, the researchers attempted an exploratory categorization by analyzing the meta-analysis of the impeding factors from about 66 cases of 'deliberative governance' that were considered to be ineffective in Korea. For this purpose, various data such as existing research papers, newspaper articles, and policy reports surrounding the cases were collected as 'textual data', and the factors of inhibition were extracted through the qualitative coding, and categorized for theorization. As a result of the analysis, it can be concluded that (a) the nature of the problem to be addressed by governance, (b) the structure and composition of governance, (c) the process of governance operation and communication (D) Four categories of derived decisions and feedback were derived, and the lower inhibitory factors in each category were also identified.
