영국의 자원봉사제도 변화(1998-2013)에 관한 연구: ‘협약’과 ‘큰사회’의 제도층화를 중심으로
A Study on Volunteering Institutional Change in UK (1998-2013): Institutional Layering between ‘the Compact’ and ‘Big Society’

본 연구의 목적은 1998년부터 2013년까지 나타난 영국의 자원봉사제도 변화 과정을 역사적 제도주의에 입각한 제도층화(institutional layering) 관점에서 분석하는 것이다. 영국의 자원봉사제도는 1998년 결성된 정부와 시민사회 협력제도인 ‘협약(the Compact)' 속에서 형성된 자원봉사제도가 존재하고 있었으며, 이것은 2010년 새롭게 도입된 캐머런 정부의 ‘큰사회(Big Society)’ 제도로 점진적 변화를 겪게 된다. 그러나 이러한 점진적 제도변화를 통해 종국적으로 자원봉사제도는 기관중심의 공식자원봉사제도에서 개인중심의 비공식자원봉사제도로의 큰 변화를 가져오게 되는데, 왜 어떠한 과정을 거쳐 이러한 제도 변화가 이루어졌는가를 역사적 제도주의의 제도 층화 관점에서 분석하고자 하였다. 분석 결과 영국의 자원봉사제도 변화는 이를 배태하는 두 가지 서로 다른 정부-시민사회 협력제도(협약, 큰사회) 속에 두 가지 서로 자원봉사제도가 중첩되어 불균등하게 성장하며 나타나는 양상으로 전개됨을 확인할 수 있었다. 이러한 제도 중첩은 캐머런 정부의 새로운 아이디어로부터 출발하였고, 자원봉사기관의 쇠퇴라는 비의도적 결과를 가져왔으며, 이러한 과정에서 시민사회 행위자 역할의 한계는 공공복지재편 맥락에서 이미 형성된 시민사회 구조라는, 더 큰 맥락에서의 제도적 제약으로 인한 영향인 것으로 파악되었다. 마지막으로 연구결과에 근거하여 정부･시민사회 협력제도와 한국의 자원봉사제도에 대한 시사점을 논의하였다.
Abstract
We examined how volunteering institutions had been evolved and changed in UK in the period of 1998 to 2013. Volunteering institution was formalized in 1998 under the Compact between the government and the third sector. However, it started to be dismantled when Big Society was introduced by the Conservatives as they took office in 2010. When analyzed in a lens of 'institutional layering' from historical institutionalism, it was found out that the volunteering institutional changes had come out as a result of unequal growing among two different layered volunteering institutions. In addition, changes in ideas regarding the relationship between the government and civil society, and a typical structure of civil society as of public welfare retrenchment made volunteering institutions far more availing itself to this change. Finally, policy implications for Korea were discussed.
