선박으로 인한 해양오염 규제와 MARPOL 73/78

There are many pollutant emissions, regulations and countermeasures by ships that are the main cause of marine pollution. This study focuses on pollution caused by oil pollution from ship, pollution by hazardous liquid substance, pollution by ship waste, air pollution by substances emitted from ships, and related international treaties such as London Convention/Protocol and Marine Pollution Prevention The contents of the Convention (MARPOL 73/78) were compared with domestic laws. The London Convention (LDC 72/96) and MARPOL 73/78 are both accepted by our Marine Environmental Management Act, and the marine emissions prohibited substance (Annex 1), Special Permission (Annex 2), General Permission (Annex 3) and the Speculatable Substances (Annex 1) of the 96 Protocol of the London Convention (LDC 72/96) Is accepted by the Marine Environment Management Act and is prescribed as an emission prohibited substance. MARPOL 73/78 Annex also adopts our Marine Environment Management Act faithfully. In response to the International Convention for the Prevention of Air Pollution by Vessels, which are moving pollutants (Annex 6), the Korean Marine Environment Management Act newly established new regulations. In particular, since regulations on air pollution by ships are expected to be strengthened gradually, it is appropriate to comply with the relevant laws and regulations in accordance with international standards and to make regulations that prescribe the project to acquire carbon dioxide emission rights through the development of new and renewable energy. In addition, through the international agreements, the Marine Environment Management Act will focus on strengthening the precautionary system and the principle of polluter burden, and improving the reporting obligation.
