지방정부의 공간정보 정책수단에 관한 연구 - 광역지방자치단체 공간정보 조례를 중심으로 -

Establishing and utilizing spatial information infrastructure has become more important in an era of 4th industrial revolution. Keeping up with the times, Central Government restructured Spatial information Act 3 and Local Government is under modifying local regulations for active responses. Systematic establishment and efficient utilizing for spatial information infrastructure becomes the key criterion which decide competitiveness at local levels. This study has done a comparative analysis in spatial information Ordinance of metropolitan municipalities for developing spatial information policy of Local Government. What Local government can enact is limited to autonomous and collective delegated affairs in principle. As Spatial information work, which is different to cadastre work, is included in autonomous affairs, it doesn’t matter for Local Government to enact Ordinances. Now, the major seven cities and provinces of the country has enacted and implemented Spatial information Ordinance. The First Ordinance was about computerized accounting system and geographic information utilizing fees in Gwangju Metropolitan City in 1997. Act on the establishment and use of the National Geographic information System, legislated in the six cities and provinces in 2000s, specified details of geographic information system and all of them the legal term is reformed as ‘Spatial information’ by the change in law. On closer examination of the present Spatial information Ordinance in the major 7 cities and provinces, the need for law maintenance was brought up in articles including purpose, definition, application scope, action plan for national spatial information policy, consultation with management institutions, construction and management of spatial information bases, standardization of spatial information system, request for submission of materials, conference allowance, avoid investment etc. This study presented revisions for them.
