도시재생 활성화 수단으로서의 창업 분석 : 도시재생선도지역을 중심으로

「도시재생특별법」 제정 및 13개의 도시재생선도지역이 선정된 이후 도시재생에 대한 정책적･학문적관심이 지속적으로 증대되어 왔다. 창업활동은 지역공동체 회복과 도시경쟁력을 높이기 위한 도시재생의 목표 달성을 위한 수단으로서 제시되었다. 이는창업이 새로운 아이디어나 지식을 기반으로 하는 창업활동이 지역의 경쟁력을 증진시킬 수 있다는 기대감이 존재하기 때문이다. 때문에 대부분의 도시재생선도지역에서 창업에 관한 지역 차원의 사업계획과창업지원을 추진하고 있다. 이에 본 논문은 도시재생사업을 위한 창업활동 및 정책지원에 대하여 문헌조사와 도시재생사업 담당자와 창업가를 대상으로 인터뷰를 실시하였다. 언론 및 지역 주민들의 높은 관심에도 불구하고, 13개 도시재생선도지역 가운데 5 개 지역은 도시재생을 위한 창업활동 및 지원정책이존재하지 않았다. 또한 나머지 8개 지역에서도 하드웨어 중심의 재원투입, 낮은 창업 참여율, 지역자원의 불충분한 활용 및 근시안적 지방자치단체의 성장전략 등으로 인해 창업이 일자리를 만들어내고 장기적인 지역경제 활성화를 이끌기에는 어려운 것으로드러났다. 분석 결과를 바탕으로 본 논문은 창업이도시재생을 위한 효과적인 수단이 될 수 있는 정책적시사점을 제시하였다
Abstract
Urban Regeneration has been paid much attention from policy makers and academic researchers since the enactment of Special Act on the Promotion of Urban Renewal as well as the nomination of 13 regions for urban regeneration. Start-ups utilizing the various types of regional capital is supposed to help regions where local demand is decreasing. This expectation leads to regional plans and programs for supporting nascent entrepreneurs. The purpose of this study is to explore whether start-ups can contribute to regional regeneration through new products with idiosyncratic regional capital. Despite the popularity of the urban regeneration programs, it turns out that entrepreneurial activities and government supports do not exist in five regions among the thirteen urban regeneration leading regions. Furthermore, we find that the positive aspects of start-ups are insignificant because of several structural limitations including the focus on hard-ware aspects, low start-up rates, insufficient utilizations of regional capital, and myopic regional strategies for economic development. Based on the results, we suggest several policy implications that can enhance regional economic redevelopment and regeneration.
