중소기업의 사회적 책임 실천전략 수립을 위한 평가체계 분석연구

본 연구는 중소기업들로 하여금 자발적 CSR 실천의 중요성을 강조하고 이의 효율성 제고를위해 기존 선행연구들이 제시해 온 CSR 평가항목들을 검토한 후 이의 활용에서 제기될 수 있는 다양한 문제들을 보완한 평가체계와 이를 고려한 실천전략 등을 제시하고자 하였다. 그리고이를 위해 중소기업 경영자를 비롯한 학계, 공공기관 등의 관련 전문가들을 대상으로 설문조사를 실시하고, 이를 의사결정계층분석(AHP)을 통해 평가항목들의 상대적 중요도를 파악하였다. 분석결과로부터, 그동안 CSR의 실천을 위해 다양한 이해관계자들을 배려하는 상생경영을위한 노력이 중요하게 다루어져야 함을 강조한 학계, 공공기관 등의 시각에 비해, 실제로 중소기업 현업담당자들은 CSR 평가에 기업 스스로의 수익성과 생산성 제고를 위한 노력과 경영윤리의 실천노력도 비중 있게 고려되어야 한다고 생각하고 있음을 살펴볼 수 있었다. 또한 CSR 글로벌 기준에서 중요한 항목으로 강조되어 온 환경보호 노력에 대해서도 중소기업 경영자들은이를 상대적으로 우선순위가 높지 않은 실천항목으로 인지하고 있다는 사실도 살펴볼 수 있었다. 이러한 인식 차이는 결국 중소기업 CSR의 실천동기가 무엇인지, 그리고 이를 누가, 어떠한목적으로 평가하는지에 따라 평가항목들 간 중요도의 우선순위와 가중치를 탄력적으로 적용할필요가 있음을 시사한다.
Abstract
Although corporate social responsibility(CSR) has long been a broadly emphasized concept, it has tended to focus primarily on large corporations. However, recent social demands for SMEs are growing. The purpose of this study is to summarize the necessity of CSR practice of SMEs in Korea and to reexamine the efficient evaluation method. For this purpose, this study surveyed the 100 experts of CSR including CEOs of SMEs, professors, and public institutions. From the analysis results, it is found that SME practitioners generally think that the profitability and productivity improvement efforts of companies should be considered more important. However, it is also found that external evaluators including professors and public institutions think that win-win cooperation management for corporate stake-holders should have a relatively more important meaning. Also, in terms of environmental protection, SME executives evaluated it as the most subordinate, and external evaluators as the highest priority. This difference in perception suggests that the weight of importance between evaluation indicators can vary greatly.
