아동수당법(안)의 입법과제 및 제언

Under the initiative of the Ministry of Health and Welfare in 2017, a draft 「The Child Allowance Act」 was prepared. 「The Child Allowance Act」 can be evaluated as the domestic first legislative example in order to secure a basic life in which the nation is customized for families raising children. In this thesis, we examined the draft of 「The Child Allowance Act」 not only from the institutional side but also on the significance and contents of each article. As a result, in this thesis, from the viewpoint of social welfare, we were able to discover that we introduced a child allowance system that fully reflects the special nature of the child. And making a positive evaluation at securing the rights subjectivity of the child, the statutory salary of child Allowance entitlement etc. However, the draft of the 「The Child Allowance Act」 is intended to discover areas requiring supplementation under the provision of salary targets, salary applicants, salary standards, salary adjustments and restrictions and the provision of roles between the state and local governments, and we presented the legislative issues to be supplemented for that article. In this process, which established / operated 「The Child Allowance Act」about 45 years ago from Korea, Japan's legislative example was utilized as a case of the main comparison method, thereby deriving important suggestions.
