특별사법경찰관리로서 자치경찰의 역할에 관한 연구- 제주자치경찰의 경험을 중심으로 -

On last July 1st 2006, Jeju Island established the municipal police system under the grand ideal of residents' living-centeredness, based on the region- centered public order, securement of social safety net, and improvement of general self-governing for regional public order. In the beginning, it was like a test bed. Owing to operational problems like affiliation & authority, manpower, finance, and professionalism, it was not activated/developed. Nevertheless, it has achieved outstanding performances in downtown traffic control, maintenance of order at tourist spots, and installation/management of advanced traffic facilities, and especially, it has established the considerable position by exclusively charging in jobs of Jeju Special Judicial Police Officers like environment, forest, and food sanitation. In spite of many problems and immaturity in the process of operating the Jeju Municipal Police for last 11 years, it has basically prepared the continuous development measures through self-introspection and self-reflection. In this aspect, the Jeju Municipal Police has been settled down as a role model for the expansive introduction of municipal police system in the whole nation, instead of a test bed. Especially, experiences of the Jeju Municipal Police as Special Judicial Police Officers would play important roles in other local governments. Thus, this paper is seeking for measures to activate municipal police as Special Judicial Police Officers through its implications after examining the current operating status of Jeju Municipal Police as Special Judicial Police Officers.
