경찰개혁: ‘경찰을 경찰답게’ 만들기 위한 경찰조직 재설계

This paper examines why police reform is necessary and how to reform the police. The reason why police reform is necessary is as follows. First, the police organization is too big, and the central police officer is strongly centralized. Also, the authoritarian organizational culture based on the class system is widespread, resulting in the undemocratic nature of police activities. Second, there is a problem that administrative police and judicial police are not systematically separated and operate in an integrated manner, thus failing to guarantee fairness as well as expertise in investigation. Third, in spite of the specificity of the police force exercising physical force, the police susceptibility to human rights is low and there is no system to supplement it. Therefore, firstly, it is necessary to introduce the municipal police system in the metropolitan area to disperse police organizations. However, the municipal police should be entrusted with substantial authority, such as the right to investigate only in areas close to the lives of the local residents, so that the police do not become as ‘pattern, only the police’. Second, there should be a plan to separate and operate the administrative and judicial police systematically as well as functionally. Finally, for the purpose of democratic control of the police, the police commission should be actualized, the position of the police chief should be opened, and the police labourunion should be introduced. It is thus necessary to improve the authoritarian culture of the police organization based on the class system.
