특수고용형태 종사자의 직업능력개발 현황과 활성화 방안 : 학습지교사, 골프장 캐디, 보험설계사, 퀵서비스기사를 중심으로

본 연구의 목적은 국내 특수고용형태 종사자의 직업능력개발 실태를 살펴보고, 특수고용형태 근로자의 직업훈련 참여에 장애요소를 파악하여 직업훈련 활성화의 시사점을 제공하는데 있다. 이를 위해 학습지교사, 골프장 캐디, 퀵서비스기사, 보험설계사를 중심으로 선행연구분석, 인터뷰조사, 설문조사를 통해 직업훈련 실태와 요구사항을 분석하였다. 분석결과, 첫째, 특수고용형태 근로자의 직종에 따라 직업훈련 참여 현황과 방법에 큰 차이를 보였다. 즉, 특수고용 업무특성이 직업훈련 참여에 영향을 미치고 있었다. 둘째, 학습지교사나 보험설계사의 경우, 직무 수행 이전에 필수직업훈련을 실시하고 있었으며, 일반적으로 해당 회사를 중심으로 상품내용에 대한 교육훈련이 주를 이루었다. 셋째, 특수고용형태 근로자의 직업훈련 참여요구는 높지 않았는데, 이는 대부분 생계형 일자리 특성과 성과기반 임금체계로 인해 별도의 교육훈련참여가 부담스럽기 때문임을 예측할 수 있다. 이러한 결과를 중심으로 국내 특수형태 종사자의 직업능력개발을 활성화하기 위한 방안을 제안하였다.
Abstract
The purpose of this study is to find out the situation of vocational education and training and the promoting of Independent Contractor, especially, home-school teacher, Golf caddie, motorcycle rider, insurance planner. For this purpose, Analyzing case analysis, review of the previous research, and survey. The results are as follows. First, there is difference in the status and method of participating in vocational training by occupation of Independent Contractor. In other words, the characteristics of Independent Contractor were influencing the participation in vocational training. Second, in the case of tutoring teachers and insurance planners, they were carrying out vocational training before the related tasks were performed. Third, the demand for vocational training was low. Most of the hired workers are Subsistence employment and wage instability due to performance based wage system. There are proposed several implications.
