민주화 이후 노동자 저항의 궤적과 집합행동의 레퍼토리: 울산지역을 중심으로, 1987-2016

본 연구는 ‘저항사건분석’의 방법론을 사용해 민주화 이후 30년간 울산지역 노동자 집합행동의 궤적과 그 양상에 대한 정밀한 지도를 그렸다. 이를 통해 얻어진 주요한 발견을 요약하면 다음과 같다. 먼저 노동자 집합행동의 빈도와 규모, 요구와 표적의 측면에서 살펴본 울산지역 노동자 저항의 궤적은 기존의 노동체제론의 시기 구분과 유사한 모양새를 보였다. 특히 87년 노동체제의 해체가 가속화된 포스트-외환위기의 시기에 저항의 궤적은 그 이전과 크게 달라졌음이 확인되었다. 다음으로, 업종과 부문, 고용형태에 따라 노동자 저항행동의 시기별 분포의 조감도를 보면, 포스트-외환위기 시기에 노동운동 주체의 변화가 분명해지고 있었다. 그 변화는 제조업에서 비제조업으로, 정규직에서 비정규직으로, 1차 노동시장 종사자로부터 2차 노동시장 종사자로의 저항 주체의 이동으로 요약된다. 마지막으로, 집합행동 레퍼토리의 변동과 그 특징을 분석한 결과, 2000년대 중반 이후 ‘1987년 세대’의 노조운동과 ‘1998년 세대’의 노조운동 간에는 저항행동 패턴에서 차이가 분명해졌다. 이런 점에서 오늘날 울산지역 노동운동은 조직화 시기가 다르고, 업종과 부문 및 노동시장 지위에서 구별되며, 집합행동 레퍼토리에서 분명하게 차이가 나는 ‘두 개의 노조운동 세대’가 병존하고 있음을 확인할 수 있다. 끝으로 한국 노동운동의 세대교체와 관련하여 주요 발견점이 던지는 함의를 토론하면서 글을 맺는다.
Abstract
This study investigated the changes in the regional labor movements for 30 years since democratization, using ‘protest events analysis’ methods based on data from workers’ protest events in Ulsan city. The summary of the findings is as follows. First, the trajectories of the 30 years of labor protests are a similar shape to the period division of the Korean labor regime theory. Specially, the labor protests’ trajectories of the ‘post-Financial Crisis’ period has greatly changed since the past. Second, the diachronic distribution of labor protests shows that the change in the subject of labor protests has been evident during the period of ‘post-Financial Crisis.’ The changes are summed up as shifting from secondary to tertiary industry, or from regular to irregular workers. Third, analyzing the transformation of the repertoires of labor protests, this study shows that there has been also a distinct difference in the pattern of protest actions between the union movement of the ‘1987-generation’ and that of the ‘1998-generation.’ While the former’s repertoires of protest have become increasingly moderate and modular, the transgressive repertoires of protest prevail among the latter’s collective actions. In conclusion, nowadays in Ulsan city, there coexist two generations of labor movements that differentiate between unionization periods, industrial sectors, labor market status, and the patterns of collective action.
