한국 노동운동전략의 새로운 방향성 모색: 알바노조의 노동조합 활동전략을 중심으로

지난 20년간 지속적인 노동운동의 침체기를 겪어왔던 한국사회는 이제 전지구적으로 만연한 신자유주의적 유연화의 공세의 결과로 인해 정규 노동시장에 진입하지 못한 불안정노동자들의 급격한 증대라는 문제에 직면하고 있다. 하지만 기존의 노동운동은 증가하는 불안정노동자들의 문제를 제대로 포괄하지 못하고 있으며, 이러한 상황은 변화된 노동시장 구조 및 산업구조를 반영한 새로운 노동운동의 필요성을 제기하고 있다. 따라서 본 논문에서는 불안정노동의 한 형태인 아르바이트 노동자들을 대상으로 한 아르바이트 노동조합운동에 주목하고 이들의 활동전략을 통해 새로운 노동운동의 가능성을 모색해 보고자 한다. 알바노조는 노동조합이 자신들이 가지고 있는 자원을 적극 활용하여 전략적 역량을 강화해나가는 과정을 잘 드러내주는 사례로서 그 의미를 지닌다. 젊은 노동자들의 관점에서 기존의 노동운동이 가지고 있는 이데올로기적 경직성, 위계적인 조직문화 등을 비판하면서 젊은 세대가 가지고 있는 자원을 적극 활용하여 노동조합 조직을 만들고, 유지하며 확장해가는 과정 속에서 시행착오를 거치면서 일반노조로서의 조직구조적인 약점을 극복하기 위해 새로운 전략을 만들어가고 있다. 이들은 조직화의 대상과 활동 전략에 있어서 기존 노동운동과 차이를 보여주고 있으며, 조직화 및 노동조합활동 전략에 있어 새로운 가능성을 제시하고 있다.
Abstract
Korean society, which has been through a continuous decline of labor movements for the last 20 years, is now facing a new problem about a rapid increase of precarious workers who failed in entering the primary labor market because of the effects of the global neoliberalism. However, the existing labor movement has not shown proper responses to the growing problem of precarious workers; thus, a new labor movement that reflects the changed structure of the labor market and industry is required. This paper purposes to seek the possibility of a new labor movement strategy through examining the activities of the Arbeit workers’ union(Albanojo) which is organized to represent precarious workers who are mainly employed as part-time workers in lower-status jobs. The case of Albanojo is meaningful in that it clearly shows the process of strengthening strategic capacity of a union through effective uses of the resources which the union owns. Albanojo tries to produce new union strategies in order to overcome its weaknesses caused by the organizational structure as general union through adopting new tactics created by the young union leaders who continuously criticize old strategies and tactics generated by existing unions’ characteristics such as ideological rigidity and hierarchical organizational culture. Albanojo has demonstrated new strategies of organizing and union activities, which have been distinguished from existing labor movement strategies, and is expected to show alternative ways of revitalizing Korean labor movements.
