공교육정상화법 시행 이후 교육청의 선행교육 점검 실태 분석 및 개선 방향 논의

‘공교육 정상화 촉진 및 선행교육 규제에 관한 특별법’(이하 공교육정상화법)은 선행학습과 선행교육을 근절하여 학교교육의 정상화를 도모하기 위한 목적으로 제정되었다. 2014년에 법이 고시된 이후 전국 17개 시·도교육청에서는 매년 자체 계획을 수립하여 교육청 소속의 모든 초·중·고등학교를 대상으로 선행교육 점검을 실시하고 있다. 본 연구는 공교육정상화법이 교육 현장에 적용된 지 3년이 되는 시점인 2016년까지 시·도 교육청이 학교를 대상으로 실시한 선행교육 점검의 실태를 조사하고 그 개선 방향을 논의하고자 하였다. 이를 위해 선행교육 점검과 관련하여 시·도 교육청에서 생산된 문건을 선행교육 점검 대상 학년 및 학교, 선행교육 점검 자료, 선행교육 점검 내용, 선행교육 점검 지원을 중심으로 분석하고, 시·도 교육청 업무 담당자(장학사) 및 초·중·고 교사들과의 면담을 통해 분석 항목별로 공교육정상화법 시행 상의 한계와 그 원인을 논의하였다. 자료 분석 결과 공교육정상화법에 의거한 선행교육 점검은 현행 대학 입시 제도나 자유학기제와 같은 교육 정책과 갈등을 빚고 있었으며, 선행교육 점검을 위해 정보 공시된 자료를 활용하는 점, 점검 기준의 명확성이 부족한 점, 교과별 점검 기준의 구체성이 부족한 점 등이 문제점으로 제기되고 있음을 알 수 있었다.
Abstract
In 2014, the government enacted the ‘School Learning Enhancement and Prior Learning Prevention Law’ (henceforth ‘School Learning Enhancement Law’) to restrict prior learning and testing at public schools. The purpose of this study was to investigate the current status of monitoring for prior learning at schools based on the School Learning Enhancement Law and discuss relevant problems in applying this policy. To examine how the law has been implemented by the 17 municipal/provincial offices of education, documents reporting the plans and results for monitoring prior learning between the years of 2014 and 2016 were collected and analyzed. In addition, interviews were conducted with school inspectors and teachers at elementary, middle, and high schools to identify the difficulties in implementing this law at schools. The results showed that conflicts between the law and other educational policies, a lack of clear descriptions of inspection standards, and a lack of concrete examples of curriculum organization/management and assessment that schools can follow were raised as obstacles to enforcement of the law.
