공공기관의 연구개발 협력이 특허성과에 미치는 영향 분석
Analyzing the impact of R&D cooperation among public organizations on patent performance

빠르게 변화하고 있는 과학기술의 발전으로 글로벌 시장에서 생존하기 위해서 R&D를 통한 기술력 확보와 기술의 다양성이 중요한 요소로 작용하고 있다. 이에, 본 연구는 공공기관이 R&D 활동을 하면서 다양한 기관과 협력을 하면, 활용될 수 있는 기술 분야의 특허 성과가 다양성을 가지는지 분석하고, 추가로 공공기관이 R&D 협력을 하는 주체(기업, 대학, 타 공공기관, 연구기관)에 따라 특허의 기술 분야가 다양한지 검증하고자 한다. 2011년부터 2015년까지 출원된 3,704건의 특허 데이터로 회귀분석을 한 결과, 공공기관이 다양한 기관과 R&D 협력을 하면 다양한 분야에 활용될 수 있는 기술 분야의 특허성과가 유의한 것으로 나타났다. 협력 주체별로 보았을 때에는 공공기관이 기업과 연구기관과의 협력은 유의하나, 대학과 타 공공기관과는 유의하지 않은 것으로 나타났다. 이와 같은 결론을 통해 향후 R&D 협력이 활성화 할 수 있도록 정책적 지원이 필요할 것이며, 협력의 양적인 측면만을 고려하는 것이 아니라, 협력을 통한 다양성과 성과의 질에 초점을 두어야 할 것이다.
Abstract
R&D activities to today's as open innovation has getting its significance, R&D cooperation and diversity in technology are often discussed as key enablers in delivering such open innovation. This study aims to empirically analyze to what extent the diversity in applicable technical areas could be brought in when public organizations cooperated with a wide-range of other institutions in their R&D activities. Moreover, this study empirically examines whether with whom public organizations cooperated (i.e. companies, universities, other public organizations, and research institutions) affected diversity in patent technology areas. Based on this dataset with 3,704 patents between 2011 and 2015, a regression analysis was conducted. The result of the analysis showed that R&D cooperation of public organizations with different external organizations had a statistically positive and significant effect on the patent performance in terms of wide applicable range of technological areas. In terms of cooperation partners, when public organizations cooperated with companies and research institutions, there was a positive and significant effect on the patent performance that could be applied in a wide range of technological areas, whereas there was no such relationship when they cooperated with universities and other public organizations. I addressed theoretical and practical implications, and future research directions.
