서산·대산항의 수출변동 분해: 공간변이할당분석
Decomposition of Export Growth of Seosan-Daesan Port: Spatial Shift-Share Analysis

초록
서산⋅대산항의 수출이 항만에서 차지하는 비중은 금액과 중량에서 크게 높아졌으며, 서산⋅대산항의 수출에서 석유제품과 석유화학중간원료 두 품목이 차지하는 비중은 금액(중량)으로 2016년 72%(79%)이며, 기초유분과 합성수지 2개 품목을 추가로 포함하면 금액과 중량이 92%에 달한다. 그런데 서산⋅대산항의 석유제품 수출액이 항만 수출에서 차지하는 비중이 크게 높아진데 반하여 울산항의 석유제품 비중은 크게 낮아졌다. 이것은 서산⋅대산항의 수출비중에서의 변동이 경쟁항만의 비중에 영향을 미친다는 것을 의미한다. 이러한 항만 간 비중의 변화를 구체적으로 살펴보기 위해 공간변이할당분석을 실시하여 석유제품 수출에서는 국가효과에 의한 감소를 경쟁항만에 대한 경쟁력 강화로 극복하며, 기초유분의 수출에서의 경쟁력효과가 수출증가의 대부분을 설명하는데 비해 석유화학중간원료 수출에서는 경쟁력효과보다 국가효과가 큰 역할을 수행함을 보인다. 또한 동태분석을 통해 석유제품과 석유화학중간원료 수출에서 서산⋅대산항은 경쟁항만인 여수항과 울산항에 대해 경쟁력효과가 양의 부호를 보이나, 기초유분 수출이 경쟁항만인 여수항, 인천항, 울산항에 대해, 합성수지 수출에서는 부산항, 울산항, 인천항, 평택항에 대해 경쟁력이 약하거나 쇠퇴하고 있다는 것을 밝힌다.
Abstract
The export value of Seosan-Daesan port rose from US$6.7 billion in 2010 to US$10.2 billion in 2016, with compound average growth rate of 7.3%. In the period from 2010 to 2016, Seosan-Daesan port also increased its market share of petroleum articles from 1.9 percent to 2.8 percent. The higher market share of Seosan-Daesan port is matched by lower market share of the competing ports such as Ulsan, Yeosu and Incheon ports. That indicates that the export performance of Seosan-Daesan port affects that of other ports. The traditional shift-share analysis, however, ignores interregional sectoral linkages. This study, hence, employs spatial shift-share analysis to obtain the dynamics of a specific sector in a region that may be attributed to the performance of the sector in other regions. This paper shows that Seosan-Daesan port has a competitive advantage over both Yeosu and Ulsan ports in petroleum articles and petrochemistry middle material with competitive disadvantage over Yeosu, Incheon and Ulsan ports in basic petrochemical. This study also shows that Seosan-Daesan have lost its export competitiveness in synthetic resin over Busan, Ulsan, Incheon and Pyungtaek.
