국립대학교 총장임용규정이 제주대학교에 주는 시사점

The title of this thesis is “A Study on the Presidential Election System of National University in South Korea”. The Election System of University President is something that is being newly developed, a thorough examination of past problems can lead to a future the Election System of University President that is more rational and accords with substantial justice. University president has the deciding power on personal affairs and educational matters. They belong to the core of university autonomy. Therefore the member of university should have the right to decide something related in personal and educational affairs. University consists of three type of members, that is, professors, students and employees. Especially professors, who do research and do teaching by themselves, have most important meaning when it comes to deciding power. Thereafter, professors or their faculty should be guaranteed the right to participate or decide in terms of presidential selection method. The president of national university is selected in the committee of president recommendation or selected by the methods and procedures which are consented by the faculty(Public Educational Officials Act). The Committee shall select a candidate for the head of a university by any of the following means, as prescribed by the relevant university: 1. Selection at the Committee; 2. Selection under the methods and procedures agreed upon by the faculty members of the relevant university. According to this code, direct election system is adopted in most of national university. But most of national university abolished direct election system because of MOEST(Ministry of Education, Science and Technology)’s graded support fund. I explained about the main contents of the Election System of National University President and suggested especially the problems(Presidential Selection Method, direct election system, Indirect election system and self-government of university) and improvements in connection with the Election of University president in National University.
