청년대상 임금보조금의 실효성 및 개편방안에 관한 소고

Nowaday, wage subsidies are employed heavily for promoting youth employment. But youth wage subsidies has a problem that the criterion which should be considered important in evaluating the performance of these subsidies is not clearly defined. Therefore, this study diagnose the effectiveness and problems of these subsidies through identifying the performance standards normatively, and based on this diagnosis also suggest reform plan of youth wage subsidies. To effectively achieve ‘increase of the quality of youth employment’, the policy objective of these subsidies, ‘minimizing deadweight loss’, ‘enhancement of employment persistence’ should be set as core performance goals. Based on these performance standards, the effectiveness of youth wage subsidies is considered to be generally low showing high deadweight loss rate or poor output performance. To enhance the effectiveness of youth wage subsidies, a major reform of these subsidies, designed to provide more benefits to businesses than young job seekers, is needed, and this reform should be based on the principle of ‘choice and concentration’ so that these subsidies should be designed to benefit both young people and businesses that need supports preferentially.
