성과에 영향을 미치는 비영리조직의 운영 요인에 대한 시계열 분석－지역자활센터 사례를 중심으로－

비영리기관은 이윤에 구애받지 않고 사회의 취약한 부분에 대한 지원을 통해 더 나은 사회를 만들고자 노력하고 있다. 비영리기관은 정부, 사회단체 등 외부기관의 지원에 의해 운영되고 있어 사업의 효율성과 성과, 투명한 경영 등 보조금 사용에 대한 타당성이 필요하다. 본 연구에서는 비영리 사회복지단체인 지역자활센터 240개 기관의 4년간 정부 성과평가 사례를 분석하여 사업의 효율성에 영향을 미치는 요인을 살펴보았다. 운영기간 및 규모가 성과평가에 미치는 영향을 검증하여 다양한 관점에서 지역자활센터의 성과를 분석하였다. 연구결과 지역자활센터의 운영기간은 성가평가에 영향을 미치고 있지만 규모는 성과평가에 영향을 주지 않는 것으로 나타났다. 이러한 결과는 지역자활센터의 운영기간이 전반적으로 길어지고 있어 정보의 공유 및 교육 등을 통해 경험의 차이를 보완하고 있는 현상을 반영하고 있다. 자활센터의 운영이 많이 체계화되어 개인적으로 미치는 영향을 최소화시켰다고 평가할 수 있다. 다양하고 지속적인 지역자활센터의 사례연구를 통해 우수지역자활센터 관리와 기관의 노하우 및 그 조직만의 시스템에 대한 정보를 공유할 필요가 있다.
Abstract
Non Profit Organizations are trying to create a better society through support for disadvantaged parts of society. NPO is operated by external agencies such as the government and social organizations, which require justification for the use of subsidies, performance and transparent management. This study analyzed the factors that affect the efficiency of the project by analyzing cases of government performance assessment for four years in the 240 agencies of local self－sufficiency center. Research shows that the operating period of local self－sufficiency centers is influencing the performance evaluations, but the size is not. These results reflect reducing the overall gap in the management of regional self－sufficiency centers, through information sharing and educational training. It is estimated that the operation of a self－sufficiency center is highly systemic structured and thus minimizes the impact of personal effects. Using case studies of excellent local self－sufficiency centers to share information on the managerial methods of agency know－how, and their own systems.
