자치경찰제 논의와 법정책적 소고

Our country's modern police system was introduced by Gabo-reforms. The modern police system and police concept of modern meaning were introduced by the US military government after the Liberation of Korea. Currently, we are operating national police, which excludes security police areas. We are operating only a restricted autonomous police system in the area of Jeju Island. From Moon Jae-in government, which began May 10, 2017, expansion of self-governing police system with the coordination of investigation power between the prosecution and police is expected. Also, as we can find the basis for the introduction of self-governing police system in the Constitution, Local Autonomy Act, self-governing police system is not a matter of the introduction, but a matter of when it comes to introduction. In this thesis, I will organize the meaning of self-governing police system as a way of achieving of local autonomy on the Constitution and the existing discussions on the self-governing police system. I will review the main issues of the enforcement of self-governing police, the independence of investigation power, and the installation of self-governing police units. And, because the successful introduction and implementation of self-governing police will ultimately result in legislative and policy issues, while suggesting them and presenting the conclusion, I aim to emphasize the importance of self-governing police system in preparation for the unification of the Korean Peninsula.
