정치적 변혁기에 공무원의 정치적 중립성을 확보하기 위한 대안: 사무차관제 도입의 검토

Whenever government power is changed, the hot debated policies are changed extremely, and the public officers are blamed for shaken conviction as professionals. The purpose of this article is to suggest the alternative for ensuring political neurtality of public officers focused on introducing Pernament Secretary system. Public officers recognize that it is their duty to obey statesman who get government power. But, the other main reason of changing their conviction about the policy is that they think that disobedience may result in disadvantage of their position. Therefore, it is need to limit the minister’s authority over personnel, and to introduce Permanent Secretary system for secure the personnel autonomy of public officers. The example of the Permanent Secretary system is Japan. Vice-minister of Korea is appointed politically, but the functional feature is similar to Permanant Secretary, not to Vice-minister of Japan, and the expected role of Korea Vice-minister is similar to the role of Permanent Secretary of Japan. The former vice-ministers who were interviewed for this study agreed that Permanent Secretary system would be good alternative for ensuring personnel autonomy and political neutrality of public officers. Therefore, the introducing Permanent Secretary system needs to be considered positively. But, at the same time, the side-effect of Permanent Secretary system have to be considered because it makes hard to control public officers.
