정부신뢰 제고를 위한 대안 탐색: 정부의 사회적 책임(GSR)을 중심으로

The study attempts to investigate whether the GSR(Governmental Social Responsibility) would play an important role in enhancing Trust in Government in Korea. For decades, various strategies have been proposed to improve the index on Trust in Government in Korea. Among others, remedies for policy process were major alternatives to deliver better policies which were expected to induce people trust more in government. Not many experts, however, expected that it could improve the index since the low index does not come from irrational policies. The work, here focuses on the identity of government itself. It proposes a new concept taking after CSR, Governmental Social Responsibility, which is originated from the declaration that the ISO26000 proposed an extension of Social Responsibility to the public sector. The research utilized FGI method to confirm which indicators would influence how much on enhancing the Trust in Government in Korea. Those CSR experts and scholars together helped those researchers effectively reached crucial conclusions: 1) GSR will surely influence positively the level of trust in Korean government. 2) The open discussion on the concept of GSR and a chief office for activating GSR would help them spread the sprit of GSR and more effectively enhance the index of Trust in Government of Korea.
