철강업종의 노동시장 변화와 구조조정 전망

이 논문은 철강업종의 산업 내 가치사슬구조 및 주요 철강기업들의 경영활동을 검토하고, 산업재편 국면을 맞이하고 있는 우리나라 철강업종 노동시장의 미래를 전망하는 것을 목적으로 한다. 이를 위해 각각의 가치사슬 지위를 대표하는 철강기업 네 곳에 대한 사례분석을 실시했다. 주요 분석결과는 다음과 같다. 첫째, 가치사슬 측면에서 볼 때 철강업종은 하공정의 단순가공업체, 상공정의 제강업체, 일관제철소로 갈수록, 즉 산업의 후방에 가까울수록 안정적인 수익을 확보할 가능성이 높다. 그러나 둘째, 후방교섭력의 구조적 취약성에도 불구하고 연관수요산업의 종류와 그것의 경기변동, 기업차원의 수출 및 경영전략 등에 따라 개별 철강기업들의 경영성과는 가치사슬 지위와 다른 결과를 산출하기도 한다. 셋째, 수급불균형 관점에서 보면 철강업종은 당분간 2000년대 중반과 같은 호황국면을 맞이하기 어려우며, 사내하청 중심의 노동시장 또한 유지․강화될 것으로 보인다. 그러나 넷째, 수요산업의 부정적 전망을 상쇄하는 요인들, 작업장 노사관계 이슈들의 전개과정에 따라 철강업종 노동시장이 긍정적인 방향으로 재편될 가능성도 존재한다.
Abstract
This study purposes to review the value chain structure of steel industry and managerial activities of major steelmakers, and to forecast the future of the steel industry’s labor market, which is faced with a industrial restructuring. For this, a case study is conducted about four major steelmakers representing each of the value chain positions. The key results are like below. First, in terms of the value chain, the steel industry is more likely to make stable profits as close to the back of the industry. Second, however, the management performance of individual steel companies may differ from their value chain positions, depending on the type of steel-demand industry and their business cycle, corporate management strategies, and so on. Third, in terms of the demand-supply imbalance, the steel industry is unlikely to face a booming stage such as the mid 2000s, and the labor market, which contract workers are prevalent, is likely to be maintained or strengthened. But, finally, there is a possibility that the steel industry will be reorganized in a positive direction, depending on the factors that offset the negative prospects for the steel-demand industry, and the development of industrial relations issues.
