핀테크(FinTech) 산업 활성화를 위한 법적, 제도적, 기술적 요인에 관한 연구: 전문가 합의 델파이 기법을 중심으로
A Study on the Legal, Institutional, and Technical Factors for Activation of Domestic FinTech Industry: Focusing on the Consensus Delphi Technique

국내 핀테크(FinTech) 산업은 경직된 금융관련 규제 법안, 핀테크 전문인력 부족, 그리고 지능화된 보안위협과 개인정보침해 우려 등으로 시장 확산이 지연되고 있는 실정이다. 국내 핀테크 산업 활성화와 세계 핀테크 시장 선점을 위해서 핀테크 산업 활성화 저해요인을 이해할 필요성이 있다. 본 연구는 국내외 핀테크 시장의 현황 진단과 활성화 저해요인을 규명하고 핀테크 시장 활성화에 필요한 법적, 제도적, 기술적 요인을 도출하기 위해 핀테크 전문가들을 대상으로 전문가 합의 델파이 기법(Consensus Delphi Technique)을 이용하였다. 연구결과, 핀테크 전문가들은 핀테크 산업 활성화를 위한 법적, 제도적, 기술적 요인으로 (1) 핀테크 법적규제 완화와 핀테크 산업 진흥법 제정, (2) 핀테크 보안 거버넌스 구축 필요, (3) 생체인증 및 블록체인 기술력 향상과 국제 표준화 노력 필요, (4) 핀테크 스타트업 생태계 조성, (5) 생체인증 및 블록체인 기술 전문가, 핀테크 비즈니스 모델 전문가, 핀테크 보안 전문가 등의 핀테크 전문 인력 양성 필요, (6) 핀테크 이용자의 정보보안 인식 및 정보보호 역량강화를 위한 정보보안 및 개인정보보호 교육 필요 등의 6가지 요인을 제시하였다.
Abstract
In this study, the in-depth interview and consensus delphi techniques were used to identify the resistance factors of the FinTech market activation and elucidate the legal, institutional, and technical factors required to stimulate FinTech services. The results of this study revealed that FinTech related experts suggested six legal, institutional, and technical factors required to stimulate the FinTech market including: (1) revision on laws of financial regulation and the need to legislate FinTech industry promotion act, (2) developing and refining components in FinTech security governance frameworks, (3) improvement of technologies for biometric and blockchain techniques and conducting international standardization strategies, (4) development of FinTech startup ecosystems and FinTech industrial clusters, (5) the need to nurture specialists such as FinTech BigData analysis, FinTech business model, and FinTech security, and (6) the need of information security education for improving information security and privacy information protection competency.
