We live in an advanced knowledge information society in which an immense amount of information is shared and used. However, underneath this convenience there coexists a danger of the people’s personal information being exposed. As such technologies as Big Data develop, there has been an increase in the use of personal data, which brings about more issues of personal data abuse. The purpose of Personal Information Protection Act is to protect the rights and interests of all citizens from collection, leakage, misuse and abuse of individual information. However, Personal Information Protection Act does not apply to certain personal information collected by public authorities pursuant to Statistics Act. Such exclusion may lead to problems such as misuse and mishandling of personal information. The EU and Germany, in principle, the personal information protection Act apply to personal information collected by National Statistical Office. This study is to find solutions to the above problems, considering the public interests of statistics and to suggest recommendations for the Revision of the Personal Information Protection Act to ensure the data subject’s rights.
