초록
본 논문의 목적은 중앙행정기관의 무기계약 전환 근로자들의 임금·복지 등에관한 관리운영 실태를 파악하고, 이들의 직무만족도에 영향을 미치고 있는 요인을분석하는 데 있다. 이를 위해 국내 최초로 중앙행정기관 무기계약직의 해고기준, 정년, 현원, 정원, 고용실태, 직업훈련, 인건비, 복리후생 등 관리운영 실태 전반을행정정보공개를 통해 파악하고 선행연구에서 제기한 무기계약직 제도의 문제점이실제 존재하고 있는지를 살펴보았다. 또한, 8개 중앙행정기관 무기계약 전환 근로자의인식도를 조사하고, 중요도와 만족도를 결합한 ‘직무만족도 지수’를 통해 고용안정, 임금, 복지 및 근무환경에 대한 인식과 전반적인 직무만족도의 관계를 분석하였다. 분석 결과, 제도의 목적인 고용안정에 대해서는 다수가 무기계약직 전환이후 고용불안이 해소된 것으로 인식하고 있었으나, 이와 같은 긍정적 인식이 ‘직무만족도’의 향상으로 이어지지 않고 있음을 확인하였다. 무기계약 근로자들의 ‘직무만족도’를 향상시키기 위해서는 임금⋅복지 등 처우개선 뿐 아니라 공무원의 보조자가 아닌 조직에서 필수적인 업무를 담당하고 있다는 인식을 제고시키는 것이 ‘직무만족도’ 향상에핵심적임을 제시하였다.
Abstract
This paper looks into the actual employment practice of indefinite-term contract workers in the South Korean government agencies and highlights the contributing factors to their ‘job satisfaction’. We obtained the data on 39 agencies’ employment practices on these workers though ‘Freedom of Information Act’ and showed that the unresolved issues raised by the existing literature were actually present in the job place. A survey on these workers were conducted to illustrate the main factors that influence their ‘job satisfaction’, the concept that combines subjective assessment on ‘importance’ and ‘satisfaction’ over the critical issues such as employment insecurity, wage discrimination. We found that most of the indefinite-term workers surveyed in this study were positive on the improved job security after the introduction of a new contract system, but this positive assessment did not lead to a higher job satisfaction level. After controlling for other variables, it was found that the sense of ‘co-workership’, the self-realization that their work is essential to the organization enhances the level of job satisfaction of these workers.
