4차 산업혁명위원회 법적쟁점과 개선방안 고찰 - 조직 및 운영에 관한 사항을 중심으로 -

Government committees, such as the 4th Industrial Revolution committee, have the advantage of expanding private participation in the administration area, securing transparency and strengthening their expertise. The government seems to use the government committee system to accommodate the voices of the people who have experienced the damage and limitations of the representative agenda. This is also the case with the 4th Industrial Revolution Commission. However, there are problems such as violation of the statutory system of administrative organization, lack of professionalism, and deterioration of independence, so improvements should be prepared First, the 4th Industrial Revolution Commission should set up an administrative committee, such as clarifying the legal basis, because it can coordinate policies and set priorities when issues occur. Next, the status and authority as a control tower should be granted. The distributed organization should be improved and the function of the control tower business on the 4th industrial revolution should be secured. In order for the 4th Industrial Revolution Committee to efficiently and continuously carry out related tasks, it should clearly grant the policy priority and the right of co-ordination under special laws. In addition, collaborations between government departments should be carried out on necessary matters. Finally, expertise should be strengthened in the formation of committees. Considering the specialization and specialty of the 4th Industrial Revolution, the participation of experts with expert knowledge should be given priority and it should be institutionally guaranteed.
