창업기업의 성장에 미치는 영향 요인: 혁신 특성과 정책유형별 효과를 중심으로
A Study on the Factors Affecting the Growth of Startups : Focusing on Innovation Capacity and program types

본 연구는 창업기업(startups)들이 보유한 혁신역량특성 및 지원정책 유형의 특성에 따라성장에 어떠한 영향이 미치는 지를 분석하였다. 즉, 정부가 그간 많은 예산을 들여 지원하여온정책지원 사업들과 관련하여 창업기업들이 필요한 혁신역량특성과 정책의 유형을 규명함으로서 정책의 효율성을 제고하는 방안을 제시하고자 한다. 이를 위하여 2010년부터 2015년까지6년간 중소기업지원사업통합관리시스템(SIMS)과 기업데이터(CADE)에 등록된 162,829개의창업기업 자료를 활용하여 패널모형 분석을 수행하였다. 실증분석결과를 보면 다음과 같다. 먼저 창업기업의 성과를 매출증가로 본 경우, 혁신역량중 혁신인증과 흡수역량은 긍정적인 영향을 미치는 것으로 나타난 반면 글로벌혁신역량은부정적으로 나타났다. 또한, 정부의 지원정책 특성 중에서는 사업화와 기술개발 사업, 지원대상으로는 청년 특화 지원사업, 지원방식에 있어서는 패키지지원방식이 긍정적인 영향을미치는 것으로 나타났다. 고용증가에 대해서는 혁신인증만 긍정적 영향을 미치며 흡수역량과글로벌역량은 부정적 영향을 미치는 것으로 나타났다. 지원정책 특성은 매출증가에 미치는영향과 마찬가지로 모두 긍정적인 영향을 미치는 것으로 나타났다. 마지막으로 창업기업에대한 정부지원금이 혁신역량 및 정책특성과 기업 성과간의 관계에 대한 조절효과를 확인하기위하여 분석한 결과 변수에 따라 상이한 결과를 나타내는 것으로 분석되었다. 본 연구는 그간특정 지원정책사업의 효과성 위주로 논의되어온 선행연구들과 다르게 수혜기업의 보유하여야하는 혁신측면의 역량, 정책의 유형을 함께 고려하였다는 측면에서 의의가 있다.
Abstract
This study analyzes the effects of the innovative capabilities of startups on growth. And we examine whether the effect of the support program types on startups’ growth. For the purpose of this, we conduct panel analysis 162,829 startups registered in SIMS and CADE for 6 years from 2010 to 2015. The results of the analysis are as follows. First, innovation certification and absorptive capacity have positive effects on the sales growth, while global innovative capacity has negative. Among the characteristics of the support program types, R&D, commercialization, The Young Startup and Package type programs have positive effects on the sales growth. On the other hand, innovation certification only positively affects employment growth, and absorptive capacity and global innovative capacity have a negative impact. Finally, the moderating effects of the amount of government support for startups on the relationship between innovative capacity and characteristics of programs and performance were very different depending on the variables. This study provides some implications in that we consider innovative capacity and characteristics of program types retained by the beneficiary startups, unlike the previous researches, which have been mainly focused on efficiency of specific support programs.
