북한이탈주민 창업교육 사례연구: ‘OK셰프’ 프로그램을 중심으로

본 연구는 북한이탈주민을 대상으로 하는 창업교육의 실제 운영 사례를 분석하였다. 북한이탈주민을 대상으로 하는 창업교육 프로그램들이 하나 둘씩 늘어나면서 증가세를 보이다가 대다수는 2017년을 기점으로 중지되거나 보류상태에 놓이게 되었고 그밖에 존속하는 프로그램은 비상설 프로그램으로 밝혀졌다. 그러나 본 연구의 대상인 ‘OK (One Korea)셰프’ 북한이탈주민 창업교육 프로그램만은 상설프로그램으로 유지되고 있다. 과연 그 이유는 무엇이고 ‘OK셰프’ 프로그램은 어떻게 이루어져 있는지 사례연구를 통해 그 내용을 면밀히 고찰하여 제시하였다. 연구결과, ‘OK셰프’ 프로그램은 북한이탈주민 100명의 창업자 리더를 만들겠다는 목표 하에, 북한이탈주민의 입장을 감안하여 총 6 단계의 체계적 창업교육프로그램을 설계·운영하였다. 이를 통해 높은 교육이수율과 함께 창업에 실제 도전하는 교육생들을 배출하고 있었다. 더불어 실전 창업에 있어서는 북한이탈주민이 부담할 리스크를 최소화하여 창업에 자신감을 갖고 도전할 수 있게 하였다. 이러한 내용은 향후 북한이탈주민을 위한 창업교육을 설계함에 있어서 중요한 시사점을 제공할 뿐 아니라 궁극적으로 북한이탈주민 창업을 활성화 시키는데 실무적 역할을 할 수 있을 것으로 예상한다.
Abstract
The purpose of this study is to analyze the actual cases of entrepreneurship education targeting North Korean defectors. The number of entrepreneurship education programs targeting North Korean defectors gradually increased, but many of them got suspended or put on hold in 2017, and other surviving programs turned out to be non-permanent programs. However, ‘OK (One Korea) Chef’ program, a North Korean defectors' entrepreneurship education program that is the subject of this study, is maintained as a permanent program. We sought to find what might be the major reasons for its survival by investigating, in depth, how OK Chef program has been operated. Our case study suggests the aim of “OK Chef” program, its process, its distinct characteristics and the actual performances. The findings are expected to provide the important implications for designing entrepreneurship education for North Korean defectors in the future, and thereby contribute to revitalizing the startups of North Korean defectors.
