노인의 주거환경을 개선하기 위한 정책과 입법방향

초록
노인인구가 급증하면서 사회적으로 많은 문제가 발생하는데, 그 중에 노인의 특성을 반영한 주거 공간의 부족은 그들이 안정적인 노후생활을 영위할 수 없게 하는 주된 요인이다. 이제까지의 국가의 주택정책은 많은 양의 주택을 공급하는 것에만 초점을 두고, 노인의 특성과 요구를 반영한 주택을 공급하는 것에 대해서는 간과한 측면이 있다. 또한 1981년에 제정된 노인복지법상에 노인주거시설과 관련된 규정, 2007년에 제정된 노인장기요양보험법상에 재가급여와 관련된 규정, 주거복지를 향상시키기 위하여 2012년에 제정된 장애인·고령자 등 주거약자 지원에 관한 법률, 2015년에 제정된 주거기본법이 있음에도 불구하고 여전히 노인의 주거복지를 실현하는 데에는 한계가 있다. 따라서 국가는 이들이 적극적이고 주체적인 삶을 영위할 수 있도록 정책과 법을 수립해야 한다. 이를 위하여 주거정책 분야에서는 국가가 주택의 양적 공급보다는 노인의 필요에 맞는 주택을 공급하는 정책을 시행하여 노인이 독립적이고 자율적인 삶을 살 수 있도록 지원해야 한다. 또한 입법 분야에서는 노인의 주거와 관련된 다양한 규정을 하나의 법으로 통합하고, 주거복지서비스를 받을 수 있는 노인의 연령을 명확히 해야 한다. 그리고 임대주택의 공급을 원활히 할 수 있는 근거와 주택개조 비용에 대한 적극적인 지원 근거를 마련하고, 재가급여기관의 진입을 엄격히 하여 서비스의 질적 하락을 막아야 한다.
Abstract
The rapid increase of elderly people causes lots of social problems. Among these problems, the lack of housing for elderly people is one of the reasons not to live the rest of their lives comfortably. The government has focused on supplying large amounts of houses without the reflection about characteristics and needs of elderly people. In addition, there are limits to fulfill the housing welfare even though there are some regulations when it comes to elderly people such as Act on the Welfare of Elderly People, Act on Long-term Care Insurance for Elderly, Act on Support for Underprivileged Group, Disabled Persons and Age, etc and Framework Act of Housing. Therefore, the government should establish legal systems and policies in order for elderly people to live comfortably. That is, the government has to supply the housing with the needs of elderly people regarding housing policy for them, and integrate various regulations into one system. The age of elderly people who are able to receive the housing welfare service also should be clarified. Moreover, the government should establish provisions of support the remodeling expense of housing and supplying rental houses effectively and prevent the low quality of housing care service for elderly people by reinforcing the requirements of organizations providing housing care services.
