재원조달 방법에 따른 정부지출의 거시경제 효과 분석 -조세 및 국채 재원조달을 중심으로-

본 연구에서는 재정부문을 특화한 거시재정계량모형을 이용하여 정부 재정지출의 동태적 효과를 모의실험 하였다. 정부지출 정책 시뮬레이션을 통해 정부의 재원조달 방법으로서 조세와 국채가 어느 정도의 유효성을 가지는지 분석하고, 경제적 분류에 따른 정부의 재정지출의 상대적 효과성을 측정하였다. 조세 및 국채 재원조달에 따른 정부지출이 경제성장, 물가 및 고용에 미치는 영향을 측정한 결과, 조세 재원조달을 통한 정부지출 효과가 국채 재원조달을 통한 정부지출 효과보다 상대적으로 크게 나타났다. 이러한 결과는 국채를 추가적으로 발행할 경우 시중금리 인상을 초래하고 이로 인해 소비와 투자가 위축되는 경로가 작동한 것에 기인한 것으로 사료된다. 경제적 분류에 따른 정부지출의 거시경제효과를 모의실험한 결과, 자본지출 시 경제성장, 고용유발 효과가 상대적으로 가장 크게 나타났으며, 뒤를 이어 보조금, 재화 및 용역비의 순으로 큰 영향을 미쳤다. 반면, 자본지출의 경우 물가인상 효과가 가장 크게 나타나는 것으로 분석되었다
Abstract
The aim of this study is to assess the economic effect of government expenditure using macroeconomic model. We analyzed the effectiveness of taxation and government bonds as the method of financing by the government and measured the relative effectiveness of the government expenditure according to the economic classification. When measuring the effects of government expenditure on economic growth, inflation and employment, the effects of government expenditure on the financing of government bonds were found to be more significant than the effects of government expenditure on the financing of government bonds. This results are believed to be that the extra issuance of the national debt causes a rise interest rates, leading to a slowdown in consumption and investment. The macroeconomic effect of government expenditures by economic classifications showed that the effects of economic growth and employment on capital expenditures were relatively greatest, followed by subsidy expenditure, goods and services. However Capital expenditure showed the biggest effect of price hikes.
